A 2:1 Still Screens 47 Percent of ISE Schemes
The Civil Service Fast Stream takes a 2:2 on most schemes. An ATS knockout on a 2:1 advert will not wait for Rare's contextual flags to fire.

Stephen Isherwood, writing up the Institute of Student Employers' 2025 Student Recruitment Survey on Prospects Luminate, reported that 47% of those employers still stipulate a 2:1, 20% accept a 2:2, and 23% set no minimum entry requirements at all. The trap is treating "graduate schemes" as one bar. Apply to the 47% with a 2:2 and the ATS often rejects you before Rare's contextual flags, or a human, ever see the file. Apply to Fast Stream, PwC, and the no-minimum slice, and the same transcript is eligible. The so-what is brutal and simple: read the academic line on the advert, then pick the pile you can enter.

ISE 2025: 47 Percent of Member Employers Still Stipulate a 2:1
The Institute of Student Employers surveyed 155 member employers for the 2024/25 cycle - more than 1.8 million applications, more than 31,000 student hires - and found 47% still require a 2:1, down from 71% in 2015/16, with the decline now plateauing rather than disappearing.
That plateau matters. Careers-content that says "nobody asks for a 2:1 anymore" is quoting the ten-year direction and ignoring the current stock. Most ISE members (77%) still set some minimum. A-level grade requirements fell harder, from 26% of organisations in 2015/16 to 13% in 2024/25. The degree-class filter is the one that survived.

So-what: a 2:2 is not a death sentence for "graduate schemes" as a category. It is a death sentence for the half of this large-employer sample that still types 2:1 into the knockout question. Spend October on Fast Stream, on employers that published a 2:2 or no-minimum line, and on the live mid-market board. Do not spend it collecting automated rejections from schemes whose advert already told you no.
The Office for Students' 2023/24 sector analysis puts 77.2% of UK-domiciled, full-time first-degree graduates at a first or upper second. The remaining classified awards sit below that line. A 2:1 screen is therefore not filtering a tiny tail. It is excluding roughly one in five classified graduates before a single competency answer is read.
Why a 2:1 on the Advert Is an ATS Knockout Before Rare Ever Sees You
Applicant-tracking systems score knockout questions before a recruiter opens the CV, and a "2:1 or above" tick-box does not have a sympathy setting, which is why Rare contextual recruitment cannot save a UK graduate-scheme application the form already failed. If the ATS never ingested the file, no flag fires.
Jobscan's 2025 ATS Usage Report found 97.8% of Fortune 500 companies use a detectable ATS. UK graduate recruiters sit in the same software stack: Workday, Greenhouse, Rare's Contextual Recruitment System bolted on afterwards. ISE recorded 140 applications per graduate vacancy in 2024/25, the highest since 1991. Nobody is reading 140 transcripts by hand on day one. The 2:1 is a volume tap.
Rare's Contextual Recruitment System, used across magic-circle law and a long list of banks and corporates, flags disadvantage (free school meals, care, postcode) and academic outperformance against the candidate's school. Osborne Clarke and the Law Society of Scotland describe it as a way to notice people the traditional screen would skip. It is not a way to resurrect an application that never entered the ATS because the candidate ticked "2:2" on a 2:1-required form. If the knockout fires first, Rare never sees you. Apply where the advertised bar matches the transcript, then let contextual flags do their job inside that pile.
Predicted grades create a second trap. Many schemes ask for a predicted 2:1 in autumn of final year. If your department will only predict a 2:2, do not invent a 2:1 on the form - employers that later request a transcript will match it, and ISE members are already twitchy about assessment integrity (15% said they frequently encountered cheating in 2025, up from 7%). Use the predicted grade you have, and target the 20% that accept a 2:2 plus the 23% with no minimum.
A generic CV then fails the schemes you can enter. Clearing the 2:1 knockout only gets you into the keyword screen. Run the scheme JD through CV Ping before you submit so the bullets match "stakeholder management" and "numerical reasoning," not a rewritten society manifesto.
Fast Stream, PwC, and the 23 Percent With No Degree-Class Floor
The Civil Service Fast Stream's public eligibility line is a 2:2 for most schemes, PwC removed the 2:1 for all undergraduate and graduate roles in 2022, and ISE's 23% with no minimum is the rest of the door - none of which helps if you only apply to the banks that kept the old bar.
The Civil Service Fast Stream careers site states that most schemes accept graduates with a 2:2. The Institute for Government notes the exceptions: analytical schemes (Operational Research wants a 2:1 in a highly numerate subject) and Science and Engineering (postgraduate or chartered status). Internal civil servants are often exempt from the degree requirement entirely. If you have a 2:2 and you are still pasting your CV into every "front office" poster in the SU, you are ignoring a structured programme that already said yes.
PwC's 2022 press release is still the cleanest corporate example: the 2:1 came off all undergraduate and graduate roles, internships, and placements, after UCAS points had already gone seven years earlier. The firm said the change would open programmes to more than 70,000 extra students a year. It did not say the assessments got easier. It said the knockout moved. That is the distinction a 2:2 applicant needs to keep in their head: you still have to pass numerical tests, video interviews, and an assessment centre. You just get to start.
The remainder of the 23% with no minimum is not a secret list with a URL. It is a line on each advert. Some engineering employers never used a 2:1. Some retailers and operators dropped it. Some banks still print it in bold. Read the line. If it is absent, email early-careers and ask whether a 2:2 is eligible - in writing - before you spend an evening on the form.
For international graduates the academic bar is only one gate. Fewer than 6% of UK early-career roles in JobPing's database explicitly flag Skilled Worker sponsorship, so a 2:1 at a non-sponsor and a 2:2 at Fast Stream are not comparable offers. Check sponsorship and salary floors in the visa hub before you treat the degree class as the whole problem.
Predicted Grades, On-Course 2:2s, and What to Type in the Form
Type the classification you can evidence, because a predicted 2:1 you cannot produce in July is a withdrawn offer waiting to happen, and a 2:2 entered honestly on a 2:2-eligible scheme is a file that at least gets scored.
Final-year autumn is when most schemes harvest predicted grades. Ask your tutor, in week one, what they will actually write. If the answer is 2:2, your target list shrinks to Fast Stream (most schemes), PwC-style no-minimum employers, ISE's 20% that accept a 2:2, and the live mid-market board that never ran a milkround knockout. If you already graduated with a 2:2, do not hide it in a skills-first CV and hope. The form will ask. The ATS will parse "2:2" out of the education line anyway. Put it in the education section in the standard UK format (Degree, class, year, institution) and spend the tailoring energy on the JD keywords for schemes that will take you.
If you have a 2:1, do not assume the bar is the hard part. ISE members cut graduate hiring 8% in 2024/25 and still saw 140 applications per vacancy. A 2:1 gets you past one knockout. It does not get you past numerical tests, video interviews, or a generic covering letter. The funded-qualification schemes in grad scheme versus postgrad - ACA, actuarial exams, CFA - still need you to clear their assessments.

A Decision Table for a 2:1, a 2:2, and a Predicted Miss
Match the transcript to the advertised 2:1 or 2:2 bar first, then worry about competency answers and fit, because no amount of polish resurrects a UK graduate-scheme knockout you already failed on page one of the ATS form. The table below is the list-building rule, not a pep talk.
If you have, or are predicted, a 2:1 or a first:
- Apply to the 47% that still require it, plus everything else. The 2:1 is a ticket, not a strategy.
- Still tailor. 140 applications per vacancy means the keyword screen is where 2:1 holders lose.
If you have, or are predicted, a 2:2:
- Fast Stream (most schemes), PwC, and any advert that says 2:2 or no minimum
- Do not apply to a 2:1 knockout and hope Rare notices you. It will not see the file.
- Use the live board: smaller employers, public sector, operators, and schemes that never printed a class requirement
If your department will not predict a 2:1 and you wanted banks that require one:
- Ask whether a 2:2 plus a strong internship converts their policy. Get the answer in email. If no, switch lists this week, not in June.
- A sandwich year or a named internship still moves ISE conversion maths, per whether an internship pays off, and does not require you to invent a predicted class
If you missed a 2:1 by a few marks and have a contextual story:
- Apply where the bar is 2:2 or none, and complete Rare/contextual questions fully (school, postcode, free school meals, care)
- A mitigating-circumstances statement belongs in the form's dedicated box, not as a surprise in the covering letter
How to Apply Where the Bar Matches Your Transcript
The useful work on a 2:2 transcript is list-building, not motivational rereading of the 2:1 you do not have, and it fits in one evening if you stop applying to ISE member schemes whose advert already said no. Delete those tabs. Then tailor what remains.
- Split every target scheme into three columns: 2:1 required, 2:2 accepted, no minimum. Use the advert, not a forum screenshot from 2019. PwC's 2022 change is real; a bank that still prints 2:1 is also real.
- Delete column one if you cannot evidence a 2:1. This is the whole article. Keeping those tabs open is how people lose October.
- Add Fast Stream (check the specific scheme's numerate exceptions) and any ISE-style no-minimum employer you would actually join. Public sector is not a consolation prize on pay-versus-hours for everyone; it is an eligible door.

Is a 2:2 a problem for internships as well as schemes? Some internships copy the graduate-scheme knockout; many smaller employers never had one. Check each listing. A paid internship with named work still helps the next scheme cycle even if this year's 2:1 programmes are closed to you.
