Italian Graduates Enter on Stage. Carta Blu Comes After

Tirocinio extracurriculare is the interview Italian firms run for six months before a contratto. Skipping it for a London scheme hunt wastes autumn.

555 stage seats is the so-what. Italy's graduate labour market runs on the internship model in a way London and Dublin do not. The EU and UK board already flags this. This piece is the mechanic underneath that line. If you need a permit on day one of a permanent contract, Italy is a two-step product. Step one is the convenzione. Step two is the conversion. Skipping step one does not make you look senior. It makes you invisible.

Tirocinio extracurriculare is a regional contract, not a job

A tirocinio extracurriculare is a training relationship under a regional regulation, hosted by a company and promoted by a university, a careers body, or an authorised intermediary. It is not a contratto di lavoro. It does not, by itself, carry Carta Blu. The paper that makes it legal is the convenzione plus a training project (progetto formativo). Duration is typically six months, sometimes extendable toward twelve, and the indemnity is a regional floor, not a CCNL salary.

That is the local quirk. France has the convention de stage. Italy has the convenzione, and the regions do not print the same rules. Lombardy is not Lazio. A Milan host and a Rome host will hand you different indemnity lines and different insurance clauses. Read the progetto formativo for sede, tutor, and hours before you book a flight.

Non-EU graduates still abroad face a second filter. Entry for a formative internship is not a Decreto Flussi work quota, but it is not an open door either. Prefettura guidance on art. 27 special cases has long treated formative internships as a contingent managed by interministerial decree, with a study or training visa rather than a work nulla osta. Confirm the current contingent and the consular visa type with the host's HR before you treat a LinkedIn "internship in Milano" as a flight you can book next week.

EU and Italian citizens skip that visa layer. They do not skip the convenzione. A missing promoter is how a "sure, come in September" conversation dies in August.

What the stage is for: the host watches whether you can sit in the team. Conversion to a contratto a tempo determinato is the real offer. Some hosts convert. Many recycle the next cohort. Ask the conversion rate for last year's interns in that exact office, not the group brochure.

Decreto Flussi click day is the wrong door for Carta Blu

Decreto Flussi is Italy's annual (sometimes multi-year) quota decree for most subordinate work from abroad. The practical image is a click day: a portal opens, the quota is finite, and HR teams that do not live in that portal lose. It is a terrible primary plan for a graduate who needs a junior office seat this autumn.

Carta Blu UE is the highly qualified route written to sit outside those quotas, under art. 27-quater. The 28 March 2024 joint circular is the filing text: six-month minimum contract, highly qualified role, pay at or above CCNL and ISTAT average annual gross earnings. Law-firm notes for 2026 put ISTAT near €36,300. Older prefettura pages still show ~€33,500. Confirm the print at filing.

A stage indemnity will not clear that line. The conversion contratto might. That is the sequence: convenzione, then contratto, then Modulo BC. Filing Carta Blu on a €800-a-month tirocinio is not a strategy. It is a refusal.

Lawyers also warn that Sportello Unico's portal still looks like the flussi system even when the legal route is out of quota. Budget calendar time. Do not confuse a 15-day preventiva with a click-day quota loss. The quota is what Carta Blu is supposed to skip. The portal UX is what still slows the file.

So-what: if the host cannot name Carta Blu, ICT, or another art. 27 route for the conversion, the stage is a training semester, not a permit plan. Keep a parallel market open. Dublin and Warsaw are the usual hedges.

CCNL pay floors decide whether the conversion can sponsor

Italian cash is not a free-form offer letter. The Contratto Collettivo Nazionale di Lavoro for the sector sets the minimum for the level. Carta Blu then asks whether that RAL also clears ISTAT. A conversion that looks generous against a stage indemnity can still miss ISTAT. A conversion that looks tight against a London IB band can still clear both Italian tests.

Ask HR three numbers before you celebrate a conversion: CCNL level, guaranteed RAL, and the ISTAT print they will attach. How to convert a stage into a contratto without wasting autumn

  1. Apply to tirocinio postings in late spring and summer for an autumn start, and in autumn for a winter start. Italy does not run one national milkround. Hosts fill rolling. The EU internship calendar still applies to the Italian offices of banks and MBB that recruit on a London clock. Those seats are a minority of 555.
  2. Get the convenzione signed before you travel. Promoter, host, insurance, sede. A verbal "we will sort the paperwork" is how people arrive and wait.
  3. Treat Italian as the working language of the semester unless the host is an international organisation. See Milan versus Rome for which floors are English.
  4. Ask for last year's conversion rate in that office. Group branding is not an offer.

FAQ

Do I need a university promoter for a tirocinio? Usually yes. The convenzione needs an authorised promoter. If you have already graduated, that is often a careers body, a registered intermediary, or your alma mater's extracurricular office. Ask the host who their promoter is before you accept.
