Milan's volume lead is real. Carta Blu sits outside Decreto Flussi click day

Carta Blu UE is Italy's highly qualified worker permit under art. 27-quater of the Testo Unico Immigrazione. It is designed to sit outside the Decreto Flussi numerical quotas. The joint Interior and Labour circular of 28 March 2024 is the primary text: the contract or binding offer must last at least six months, the role must be highly qualified, and pay must clear both the applicable CCNL minimum and ISTAT's average annual gross earnings for dependent labour.

Law-firm notes for 2026 put that ISTAT line around €36,300 gross. Prefettura pages still quote older ISTAT prints near €33,500. Treat the euro figure as a moving official statistic, not a JobPing live key. Ask HR for the ISTAT print they will attach to the Modulo BC, and whether the CCNL level on the offer is above it. A fashion stage at €800 a month will not get there. A consulting contratto at the CCNL commercio or metalmeccanici quadro line often will.

Decreto Flussi is a different door. It is a quota window with a click day. Most graduates who wait for flussi for a junior office role lose the autumn to a portal that was never built for them. Carta Blu, ICT secondment, and a handful of art. 27 special cases are the paths that do not compete for those quota numbers. Sportello Unico still runs the file. The quota is what you are trying to skip.

Italian on the JD is a hard filter in both cities

Paris filters on French before it filters visas. Milan and Rome do the same with Italian, and an English job description is a weaker tell here than an Amsterdam product posting. Consulting floors will take the first CV pass in English. The case and the client staffer still arrive in Italian.
